A young farmer planning to establish a poultry business might need money for housing, feeders, drinkers and other equipment before the first eggs can be sold. Someone starting a vegetable nursery faces a different set of expenses, including growing materials, irrigation equipment, seedlings and working capital.
For South Africans aged 18 to 35, the National Youth Development Agency (NYDA) offers a possible source of assistance through its Grant Programme.
The programme combines financial support with business-development services such as mentorship, consultancy, market linkages and entrepreneurship training. Its purpose is to help young people establish and develop small businesses, including qualifying agricultural enterprises.
The funding is not automatically available to every young farmer. Applicants must meet the agency's eligibility conditions, provide supporting documents and demonstrate that their proposed business has a reasonable chance of operating successfully.
1. How Much Can Young Farmers Get From the NYDA?
The NYDA Grant Programme provides funding according to the applicant's business stage, financial requirements and applicable grant threshold.
The agency's published guidelines state a general cumulative lifetime grant limit of R200,000. An exception provides for qualifying agricultural and technology-related co-operative projects, which can receive up to R250,000 cumulatively.
The NYDA's published grant-threshold document also displays funding bands extending from R1,000 to R250,000.
These are maximum programme limits, not guaranteed payments. The amount an applicant receives depends on the assessment and the applicable funding requirements.
What can the grant pay for?
The NYDA lists movable and immovable assets, bridging finance, certain renovations and working capital among the permitted uses of grant funding.
For an agricultural business, a proposal might include equipment needed for poultry production, nursery infrastructure or approved vegetable-production assets.
The applicant must provide quotations and explain why the purchases are necessary. Expenditure must correspond with the approved application and grant conditions.
The grant cannot be used to purchase vehicles or refinance existing loans.
2. Who Qualifies for NYDA Farming Funding?
The NYDA's published eligibility requirements include:
- Applicants aged 18 to 35.
- South African citizenship and residence.
- Relevant business skills, experience or the potential to develop the necessary skills.
- Submission of the required supporting documents.
- Participation in the agency's business-development and assessment process.
Applicants approaching their 35th birthday should take note of the age provision: the NYDA instructs applicants to apply at least three months before turning 35.
Does the NYDA fund agricultural co-operatives?
Yes. Contrary to some descriptions of the programme, the current NYDA Grant Programme page specifically lists co-operatives among eligible grant recipients.
The published annual turnover ceiling is R750,000 for ordinary businesses and R1 million for co-operatives.
Youth-owned agricultural co-operatives should contact the agency to establish the additional membership, registration and governance requirements applicable to their proposed project.
3. What Must a Young Farmer Prepare?
An agricultural funding proposal should demonstrate that the business is based on a workable production plan rather than simply a list of items the applicant wants to purchase.
Consider a young entrepreneur applying to establish a small poultry operation.
The proposal should explain the intended flock size, housing arrangements, equipment requirements, feed expenses, vaccination programme, expected egg or meat production and prospective buyers.
A vegetable producer should instead provide information about the available growing area, water supply, crops, production schedule, input costs and intended market.
In both cases, the financial information needs to show how the business will cover recurring expenses after the initial grant has been spent.
Documents and supporting information
The NYDA's grant-threshold document identifies different supporting-document requirements according to the amount requested and the stage of the business.
These can include:
- Certified identity documents and directors' details.
- Business registration documents, where applicable.
- A business plan.
- Supplier quotations.
- Bank statements.
- Lease agreements.
- Financial projections.
- Proof of market access or letters of intent.
- Tax compliance information.
- Business-management training certificates.
Higher funding thresholds require more established businesses and additional supporting information. For example, the published R100,001–R250,000 threshold requires at least 36 months of business operation and the creation of additional permanent jobs.
A newly established farmer should therefore check the threshold document carefully before budgeting for the maximum grant.
4. NYDA Business Training and Mentorship
Financial support is only one part of the programme.
The NYDA offers business-management training to help young entrepreneurs understand costing, record keeping, marketing, financial planning and business development.
Its Start Your Business course, for example, includes five days of training followed by a pitching session.
Successful applicants may also access mentorship, business consultancy and market-linkage services, depending on their needs and programme eligibility.
For a farmer, these services can help address problems that often arise after production begins. Knowing how much it costs to produce a tray of eggs, when to purchase feed or how to negotiate with a wholesaler can have a direct effect on the business's finances.
5. How to Apply for NYDA Funding
Applications can be initiated through the NYDA's online Enterprise Resource Planning (ERP) portal or at a local branch.
The general process is:
- Register on the NYDA online portal.
- Log in and select the Grant Programme under products and services.
- Complete the application and submit the required supporting documents.
- Complete the required business-management training process.
- Prepare for the business pitch, which the NYDA lists as a 10-minute presentation.
- Participate in the agency's business due-diligence assessment.
The NYDA may require an applicant to visit a branch during the process.
How long does approval take?
The NYDA's Grant Programme page publishes a service standard of 30 working days for branch-level application processing. It also lists 30 working days for processing the disbursement of approved grants at head office.
Its online ERP frequently asked questions separately state that applicants should expect a response within 21 days after submitting an application through the portal.
These are published service standards and response guidance, not guarantees of approval or payment by a particular date.
6. What Can Disqualify an Application?
The NYDA conducts credit checks on grant applications. Its published guidelines exclude applicants under debt administration.
Other restrictions include:
- Businesses with annual turnover above the applicable programme threshold.
- Requests to refinance existing loans.
- Applications to fund a deposit for a loan from another lender.
- Vehicle purchases.
- Applicants with a conviction for fraud.
- Businesses or shareholders with certain outstanding obligations to the NYDA.
The programme page also excludes partial funding or co-funding requests connected to loans from another lending institution. It separately mentions co-funding with legal entities among permitted funding uses, so applicants proposing partnership arrangements should obtain written clarification from the agency before applying.
